John Passacantando, once the executive director of Greenpeace and now an environmental consultant, said that.

He was talking about oil industry lobbyists (tacklers) and environmentalist activists (flag-grabbers). And, specifically, he was lamenting the fact that the American Petroleum Institute just hired grassroots organizer Deryck Spooner away from the Nature Conservancy.
